What are my chances of getting this proposal approved by my congressman?

Congressman Turner:
My family and I are requesting assistance with our ongoing debt and credit problems. At this time I have been unemployed for just over two years as a result of issues with my health. My wife runs her own daycare and we have four girls ages 11, 6, and twin two year-olds. Due to the economy my wife has not been able to keep the daycare full (people who are out of work do not need daycare). We are paying $775 a month in rent and have the usual utility, insurance and car payments to make. We also have gradually gained about $12,000 in credit card debt from making sure our bills are paid on time.
What we are requesting is assistance in the form of $52,000 to be used in the following ways:
$12,000 to pay off credit card debt owed to 3 different companies.
$10,000 to pay off our car (2004 Dodge Caravan).
$30,000 to be used to purchase and move into a house.
By removing the payments required on our credit cards and car each month our family will be in a lot better position financially and able to help our kids achieve so much more then we are able to at this time. By being able to move into a house rather then rent our monthly payments will be significantly less then our rent. We will be better able to maintain our standard of living and have something to look forward to; namely owning our own home one day.
We realize that most of the people in the Congress and the Senate are used to dealing with amounts in the hundreds of thousands to billion dollar range. And that our request for such a low amount may not seem like it will do much good. Please, let me assure you that a fairly small bailout of $52,000 is all our family needs to make a huge difference in our lives. We will be able to do so much with just this little help that our children will benefit for the rest of their lives.
